By upgrade from command line:
sudo apt install update-manager-core
sudo do-release-upgrade
Troubleshooting
1. Please install all available updates for your release before upgrading
sudo apt update
sudo apt upgrade
sudo apt dist-upgrade
2. To upgrade to the latest non-LTS develoment release, set Prompt=normal
